Why is the ground displaced in the fourth panel?

I don't get what you mean.

I didn't notice that the point of veiw had moved to the left in the fourth panel, so I didn't know why the grey bricks were there next to where the hobo is.

I'm guessing grey bricks is trash can. It fell over after Bruno rammed into it, and then I pulled over to show my superb Dr. Wily recolor which took like 5 seconds to color.
