About the best thing they could possibly do if they can't draw is write up the idea, and head for a local community college and find some halfway competent artists.
It makes the idea presentable, and it helps the artist as well, since it's job experience.

I got tagged to do character designs for a cartoon built around extreme sports, but I don't think it ever got to the pitch. Still, job experience and I did make some cash on it.

Sporting a flashy red mane & haughty attitude, she assists in the daily errands around the studio and is R.D.’s liaison to the kids in the audience, all of which works on a subliminal level within the storyline—Audiences will identify with her character as she trades quips with & bears the brunt of many of Orpheous’ jokes & pranks.

I think... I think that was the greatest waste of time I have seen in years. It's not stick figures, SOME effort had to be put in the animation. Who, upon reading the script, thought it'd be a good idea to animate it? To do the voice acting? To upload it?

A lot of these ideas are terrible, and obviously the people submitting them have more money than sense.
